What is BASIX?

What is BASIX?

The Building Sustainability Index (BASIX) is a New South Wales Government initiative under the Department of Planning, Housing and Infrastructure (DPHI). It is one of Australia’s most comprehensive sustainable planning measures, designed to ensure new homes use less energy and water while maintaining high thermal comfort standards.

Since its launch in 2004, BASIX has helped more than 500,000 NSW homes meet energy and water efficiency targets, saving over 340 billion litres of water and reducing 12.3 million tonnes of carbon dioxide emissions. The latest updates to the BASIX thermal performance standard further enhance comfort and affordability by lowering household energy use and costs.

How does BASIX work?

BASIX is an online tool that calculates the annual energy and water consumption per person in a home or apartment building based on various inputs. In addition, BASIX sets minimum thermal performance standards for heating and cooling, which depend on the building’s design. To pass BASIX, the building must meet these thermal performance standards and achieve energy and water scores that meet or exceed the minimum targets based on factors like building type, location, and height. While the embodied carbon of the building is calculated, it currently has no minimum performance requirement.

Core Sustainability Areas in BASIX Assessment

A. Energy

Energy efficiency is a core focus of BASIX, helping reduce energy use and carbon emissions in new residential buildings. The BASIX energy assessment evaluates factors such as heating, cooling, lighting, hot water, ventilation, pools, and renewable energy systems to measure overall performance.

From October 2023, updated BASIX energy targets are based on building type and location, a revised grid electricity factor (37% lower to reflect NSW’s cleaner energy mix), and alignment with the NCC 2022 energy efficiency standards. These updates ensure that new homes achieve stronger performance, lower carbon footprints, and reduced energy costs.

Thermal performance is central to BASIX and sustainable home design. A well-designed building envelope keeps homes cooler in summer and warmer in winter, reducing reliance on artificial heating and cooling while lowering energy costs over time.

The BASIX thermal performance section ensures each dwelling suits its local climate and minimises greenhouse gas emissions through better design and materials. Assessment can be completed using one of three methods:

– DIY Method: A simple tool for standard single houses using common materials.

– Simulation Method: A detailed analysis using NatHERS-accredited software, suitable for complex designs or multi-dwelling projects.

– Passive House Method: For homes built to the Passive House standard, assessed using PHPP software by a Certified Passive House Designer.

Each method estimates heating and cooling loads based on construction materials, insulation, glazing, and ventilation, ensuring energy-efficient and comfortable living spaces.

The BASIX water section sets clear standards to reduce potable water use in new residential developments. It evaluates water consumption and savings from fittings, fixtures, landscape design, pools, alternative water sources, and shared systems in multi-dwelling buildings.

Each project is measured against a benchmark of 90,340 litres per person per year, with targets ranging from 0% to 40% reduction depending on the climate zone. Most new developments are required to achieve at least a 40% reduction, helping conserve water resources and promote sustainable living across New South Wales.

From October 2023, BASIX introduces a materials index to measure and report the embodied emissions of building materials used in homes. This index calculates emissions in kilograms of CO₂ per person, with national benchmarks set at 10,400 kg CO₂ per person for houses and 8,800 kg CO₂ per person for units.

While no formal targets have been set yet, data collected from BASIX embodied emissions assessments will help shape future standards, supporting the transition towards low-carbon construction and more sustainable housing across New South Wales.

If your building design doesn’t initially meet BASIX requirements, Afogreen Build will recommend adjustments. These could involve changing aspects of the design, such as improving insulation, adding energy-efficient appliances, or altering water systems. Once adjustments are made, a new assessment will be carried out.

In New South Wales, BASIX certification is a mandatory part of the development application process for most residential buildings. Without BASIX certification, the local council cannot process your application, and your project cannot proceed. Therefore, obtaining BASIX certification is critical for the approval and progression of your building project.

A BASIX certificate is valid for three months from the issue date before it must be submitted to the council or an accredited certifier. Once the BASIX certificate is lodged with the Development Application (DA), it remains valid for the maximum life of the DA. To avoid any delays, it is recommended that you complete the BASIX certification once your building design is finalised and ready for lodgement.

Proposed clarifications to the SEPP indicate that if you obtained a BASIX certificate before 1 October 2023, you would not need to get a new one as long as you submit it with your development application (DA) or lodge it with your complying development certificate (CDC) application within the three-month validity period. Per the current rules, you can still revise the lodged certificate during assessment or after receiving development consent.

Revising an issued certificate is free of charge as long as it relates to the same property and project recorded on the original certificate.

When you select “Manufactured Home” as the development type for a Complying Development Certificate or development application, it will not trigger a requirement for a BASIX certificate.

The BASIX report contains information similar to that of the BASIX certificate. However, the BASIX certificate is a legal document. There is no fee to obtain a BASIX report. It is for information purposes only. It is a useful document to show to your builder, client, or architect to see whether the intended commitments are suitable before generating a BASIX certificate.
